The Texas legislature has historically consisted of European American males.  In 2021, approximately 61% of the Texas House and Senate were European Americans and 73% are males.  If we want the Texas legislature to be reflective of the demographic characteristics of the population of Texas, how might we accomplish this goal? Are there constitutional ways we could change the structure of the legislature to encourage more diversity? What are some other institutions that might be instrumental in increasing diversity in the legislature and how can they accomplish such a goal?
